		Belthasar has proven his genious more then once, and even though he's nuts in 2,300 AD it is not unlikely he would mumble some truth with his madness.
		Belthasar has proven himself to be able to trick Lavos in CC, and also being able to know Lavos would be defeated by the likes of Crono, because of the message in the hallway to the Epoch.
		I speak of the fact that maybe Belthasar saw that Crono's iterfernce could cause the creation of the Lavos\Schala hybrid, which would be later named the Time Devourer.

		Belthasar could come from the future to before the queen is corrupted by Lavos and tell her not to tap into Lavos' power, and then stay there as a sort of "prophet" Magus-style to direct the Queen from doing bad stuff

		Though the prophet Belthasar was trapped in 2300ad in Chrono Trigger, he managed to make his way to Serge's time by building the neo-epoch time machine (found in the laboratory behind the bookcase).
		The Belthasar of Chrono Cross is from a different future than the one in Chrono Trigger.
		Therefore, the Belthasar in Chrono Cross is not the one who transferred his consciousness into the body of Nu and died -- he is a different Belthasar.
