As for beltline safety, compare the cost of building new lanes with puting 20 patrol cars out there all the time to pace the traffic and discourage the speeding and other forms of reckless driving that are rampant.
The problem with the beltline is that for many drivers, it appears to be the biggest road they have ever driven on, and they get freaked out and do weird things when traffic is merging on the freeway.
Yes the beltline wasn't designed to handle the amount of traffic it now has and with la la land ever expanding around the perimitter of Madison proper, it will continue to be a problem, so deal with it and plan accordingly.

I used the beltline because I do not want to enter the debate over where the correct waistline is and where the hips are.
And besides, the beltline is visible whereas the former are not.
I had to eliminate many of the subjects from several categories because their beltlines were not visible, their arms were just too high, the image too dark, or they were not wearing a particular item.
