Beltway sniper attacks - Wikipedia, the free encyclopedia
Neither sniper was legally allowed to acquire firearms in the U.S. The dealer responsible for the assault rifle used in the attacks had an extensive record of firearms violations, and had not reported the gun missing (after it had apparently been shoplifted by Malvo) as required by law.
It is believed the sniper used the circular Capital Beltway to get from place to place, although several of the attacks occurred along Interstate 95 south of the Beltway in Virginia.
The Beltway Sniper attacks may have permanently damaged the notion that mass murderers are primarily disgruntled and/or mentally unbalanced middle-aged white men.

Ineptness By Law Enforcement Goes Unexplained In Wash-DC Sniper Case by Bill Sardi
The snipers later demanded $10 million be deposited to this credit card account, a demand which could not met by law enforcement agencies because the account had been closed, so the killings continued.
Police were saying the sniper was very cunning, "the work of a pro," and federal authorities, in an obvious effort to capitalize on the shootings to aid their efforts to go to war against Iraq, began releasing information that Al Qaeda had trained terrorists to conduct drive-by shootings.
Some 2000 law enforcement officers acting like "keystone cops" were chasing the Beltway snipers in a white van or truck when the hard clues to the snipers were right on their desks.

The extent of the detailed reporting and the space devoted to the two separate jury trials in venues removed from the Beltway is a measure of the impact that the series of random murders in the Fall of 2002 had on people of that part of the country.
During the discussions about crime and guns, the Beltway snipings came up and they provided us—in personal and graphic detail—with descriptions of what it was like to be living in constant, daily fear while local and federal law enforcement agencies seemed to be unable to apprehend the murderers.
Given the fact that almost every citizen living in the Beltway area was somehow affected by the serial murders, it was not surprising that the courts moved the trials to two different cities in the southern part of the Virginia.

Then, assuming there was a reason the snipers did not “play” their deadly game on Tuesdays or on the weekends, it logically followed that they did not because those with whom they resided did not work on Tuesday or on the weekend and their “absence” would have been conspicuous on those days.
But had they not provided the Beltway Sniper Task Force with ALL of the clues needed to apprehend them, it is quite clear they would still be at large, and the death toll would now be much larger.
Had that happened, the beltways around every major urban center in the nation would have become a killing field as more and more copycat snipers would have tried their luck on the roulette wheel of fate.

But he refused to release a composite sketch of a suspect based on witness accounts, because he didn't want to "paint some group." Snipers were terrorizing Washington, assassinating people left and right, even a boy, and the top cop on the case was more concerned about offending a minority group than catching the killers.
