Ben Hardaway did a number of nice films with Buddy, his best, "Buddy's Adventures", seems to capture what Buddy is all about.
Hardaway also directed one of the more controversial Buddy films, "Buddy in Africa", in which Buddy runs a travelling store and sells things to the natives of Africa.
Perhaps the stereotypical natives are a bit too politically incorrect for today's tastes, but it is easy to tell that Ben Hardaway had a sense of humor, (Buddy, at one point, umm...'spanks' the monkey).

The script was written by Ben "Bugs" Hardaway, who, at Warner Bros., had co-directed the first cartoon featuring the embryonic Bugs Bunny; and in fact, Woody owes much of his personality to Bugs.
His unique laugh, created by voice actor Mel Blanc (and later adopted by Blanc's successors in the role, including Hardaway himself and Lantz's wife, Grace Stafford), provided an easily recognizable trademark, and was enough to ensure the character's return.
The Cracked Nut, a 1941 Lantz Studio production, kicked off Woody's own series — and, incidentally, was the film in which he received his name.

The cartoon was more or less a copy of Porky's Duck Hunt, first released on July 7,1937, directed by Tex Avery and introducing Daffy Duck.
This short was also the first where Bugs was depicted as a grey bunny instead of a white one.
His fourth appearance was in Elmer's Candid Camera by Chuck Jones, first released on March 2, 1940.

For those wishing to confirm this, try viewing in sequence, either “Daffy Duck and Egghead” (1938), and / or “Hare-um Scare-um” (1939) from the WB Merrie Melodie series, then follow it up with, “Knock-Knock” Woody’s debut film for Universal, all which featured the writing or direction of Ben Hardaway.
Beginning in 1957, Lantz began hosting “The Woody Woodpecker Show” which was loosely patterned along the lines of Walt Disney’s popular television program.

He had made this claim in a Canadian newspaper interview in 1949, and in his letter to the studio he explained that he drew Bugs "without the assistance or direction of anyone else." He is quite clear that he is not taking credit for the voice, the character development, the stories, or other traits.
Thorson did model sheets for a Bugs that was used in three cartoons that fall between Ben Hardaway's Porky's Hare Hunt, the first of the rabbit cartoons, and Tex Avery's A Wild Hare.
I would assume Ben Hardaway made suggestions to his model designer(s) despite Thorson's statement that he made them without input from anyone.

There is a theory out there that Bugs' name was taken from the nickname of Ben "Bugs" Hardaway.
I don't know if this had anything to do with Ben Hardaway or not but "bugs" was also a slang term at that time that meant "slightly nuts." Hmm, wonder where Daffy got his name then.
Robert McKimson and Ruth Clampett are the ones who changed and refined the way Bugs looks.

The first time Ben Hardaway provides the voice for Woody (Mel Blanc's famous Woody laugh would continue to be utilized until 1951, while his "Guess Who?" would be used until the end of the series in 1972).
Woody is voiced by Ben Hardaway in this cartoon, despite the reused Mel Blanc audio from "Woody Woodpecker" heard in the beginning.
The original end title card features a plug for war bonds.
