We have noted in a past report that INS had numerous problems related to its enforcement of benefit fraud, including a lack of protocols for adjudicators and others in coordinating benefit fraud and a lack of criteria for investigators in prioritizing benefit fraud cases.

Regarding benefits, my main problem other than those who can not be bothered, is the underage mums who get up the duff, and then claim a lot of money off the government.
During the 90's in NZ, the domstic purposes benefit was set at the lowest level possible to feed a family, despite nutritionists proving the benefit needed to be set at a level 1/3 higher than was introduced into the law.
Benefits need to be set at a level that enables people to remain in such a state that they are able achieve things whilst they are on them, and thus get off them in the future.
