Benevolent Dictator for Life (BDFL) is the informal, slightly tongue-in-cheek title given to a respected individual in the open source development community who sets general directions and makes final calls in certain situations within the scope of a given project.
Of course, a project coordinator cannot really be anything like a dictator in the sense that he or she ultimately cannot enforce a decision, since a project fork is always possible.

The benevolent dictator is a more modern version of the classical "enlightened despot", being an undemocratic or authoritarian leader who exercises his or her political power for the benefit of the people rather than exclusively for his or her own self-interest or benefit, or for the benefit of only a small portion of the people.
In many cases dictators who serve in office for a very lengthy period are more likely to be regarded as benevolent, for the simple reason that they will often be forced to pay some attention to the public's interests in order to remain in power, and more importantly, be regarded as politically legitimate.
Dictators who hold office for a brief period of time, or are simply members of a rotating dictatorial elite (for example see the Generals) may have less charismatic authority and prove to be forgettable and easier to demonize.

Also, most dictators for life tend to either have their life drasticly shortened or be dedictatored despite some people thinking they'd be there for the rest of their life.
Also: "Dictator" pretty much implies they're going to be there for their entire life unless they decide they don't want to be the dictator anymore (unlikely) or they get overthrown.
XiBe: Caesar was the original dictator perpetuus (so there's something of an inbuilt phrase-ness to it, but that's neither here nor there); he was dictator for -- ostensibly -- shorter periods but kept having himself reinstated until eventually the charade was dropped.
