The Province of Namibe may already be classified as an exception as such when considering its location and more especially the fact that it is the only province that has never been affected by the war.
Unfortunately, unlike Namibe, the province of Benguela has been suffering since the independence from the conflict opposing the MPLA and the UNITA, hence reducing significantly the activity of the Port of Lobito down to 45% of its working capacity, with a figure of 7,073 containers exported and 7,410 containers imported over the year 2000.

Provinces with the largest concentrations of IDPs include Kuando Kubango, Moxico, Malanje and Huíla. On 19 June, the Government of Angola declared that all of the gathering areas were officially closed.
The assessment was based on provincial vulnerability assessments conducted by representatives of the Government, UN Agencies and NGOs in the provinces of Bengo, Benguela, Bié, Huambo, Huíla, Kuando Kubango, Kuanza Norte, Kuanza Sul, Lunda Sul, Malanje, Moxico and Uíge.
WHO reported that vulnerability assessments in 15 provinces were carried out in April and May. The objective of the assessments was to identify the areas with the most vulnerable populations to implement the Minimum Health and Nutrition Care Package (MN&NCP) Project.

Bié Province: Ninety-five per cent of those surveyed in IDPs camps in Kuito and Kunje said they wished to remain where they are currently living, mainly because of lack of roads and basic social services in their areas of origin.
Recent population numbers of demobilised soldiers and their family members awaiting transport throughout the province are as follows: 797 persons are living at two transit centres in Kunje; 3,486 persons are living in a temporary resettlement area in Njele; and 2,035 persons are living in a transit centre in Andulo.

In Lunda Sul Province, IDPs arriving in Saurimo report that at least four persons are dying per day in Xassengue and Cucumbi communes in Cacolo Municipality, due to food insecurity and lack of assistance to soldiers and families moving to quartering areas.

The information was given today by the governor of the coastal Benguela province, Dumilde Rangel, at the end of an audience with the Polish ambassador to Angola, Eugeniusz Rzewuski, who is in the province since last Sunday to check the potentials of this region.

Benguela Province: During the reporting period, local authorities closed the Benguela transit centre located in a former military quartering camp and moved the 250 people to the new Capiandalo transit centre approximately five km outside the city centre.
An additional 108 demobilised soldiers and their dependents arrived from the former Menga gathering area in Huambo and humanitarian partners report that the people in the new camp are living in substandard conditions.
More than 3,600 refugees returned to the province under the organised repatriation effort during the reporting period, bringing the total number of refugees returned to the province to more than 17,500.

The situation in Kuando Kubango province is extremely mixed with large differences between some of the long term IDP populations and some of the newly accessible areas.
The security situation in Bie province continues to be extremely poor with reports of heavy fighting between government troops and UNITA and the continued, large-scale displacement of population.

JOHANNESBURG, 24 Jul 2003 (IRIN) - A report on Thursday that 9,000 children in a district of Angola's western Benguela province were not attending school due to a teacher shortage has served to highlight the urgent need to rebuild the country's education system, the UN Children's Fund (UNICEF) said.
On Thursday the official news agency Angola Press (ANGOP) reported that at least 9,000 children in the Cubal district of Benguela province were not in school because of a shortage of teachers.
UNICEF spokesman James Elder told IRIN the state of affairs in Benguela was symptomatic of the larger problems in the education system in Angola.
