Stoddert accepted nomination as the first secretary of the navy on 28 May 1798, inheriting a woefully small and mismanaged force.
Stoddert's vision was of an American navy that would make "the most powerful nations desire our friendship,” and his first report to Congress called for the construction of a dozen 74-gun ships of the line, in addition to twelve frigates and twenty or thirty smaller vessels.
