Highway officials from the Arkansas Highway Commission and Arkansas State Highway and Transportation Department (AHTD) joined representatives from the Mississippi Highway Commission and Mississippi Department of Transportation at the Dumas Community Center in Dumas, Arkansas to witness the signing of the document.
In 1984, at the prompting of Charles Dean of Cleveland, Mississippi, leaders from Desha County, Arkansas and Bolivar County, Mississippi met to pursue a bridge across the Mississippi River connecting the two counties.
This meeting and several subsequent meetings led to legislatures from Arkansas and Mississippi signing the Great River Bridge Compact in 1985 to pursue the project.
