Bentinck, the second son of the 3rd Duke of Portland joined the Coldstream Guards in 1791, rising to the rank of Lieutenant-Colonel.
A Whig, Bentinck used this position to meddle in internal Sicilian affairs, effecting the King's withdrawal from government in favor of his son, the Crown Prince, the reactionary queen's disgrace, and an attempt to devise a constitutional government for the troubled island, all of which ultimately ended in failure.
Bentinck returned to the UK in 1835, refusing a peerage, and again entered the House of Commons as a member for the Glasgow constituency, in Scotland.

The Lord Lieutenant was advised in the governance by the Irish Privy Council, a body of appointed figures and hereditary title holders, which met in the Council Chamber in Dublin Castle and on occasion in other locations.
The Lords Justice were before 1800 the Lord Chancellor of Ireland, the Speaker of the Irish House of Commons, and the Church of Ireland Archbishop of Armagh as Primate of All Ireland.
The powers meant to have been possessed by the Lord Lieutenant were delegated by amendment to a new Governor of Northern Ireland, while the role of representative of the Crown in the Free State went to a new Governor-General of the Irish Free State.

In 1783, Lord North (Tory) and Charles James Fox (reformist Whig) invited Portland to head their improbable coalition.
It did not last, and when the Lords rejected Fox's India Bill in December 1783, the king installed a Tory administration under William Pitt the Younger.

William Bentinck, Duke of Portland was born on 14 April 1738.
They had four sons and three daughters - and all their sons were called William (William Henry; William Edward; William Charles Augustus; William Frederick).
As Home Secretary, responsibility for Ireland fell within his remit: Portland appointed his friend Earl Fitzwilliam, who was the nephew of Rockingham, as Lord Lieutenant in 1795.One of the first things that Fitzwilliam did was to announce, as government policy, that Catholics would be given full equality of rights.
