  Constable Benton Fraser
Although Fraser was young when she died, he does have vivid memories of her: he told his father's ghost that he'd seen her being petty, angry, brave, frightened, but this only seemed to reaffirm his respect for his mother.
At age 19, Fraser's grandmother was a schoolteacher in the Yukon or NWT.
Fraser was raised in the Yukon and the Northwest Territories.

Fraser was surprised at the quick polite response, but even more surprise when Matt turned back toward him and flashed the same ornery wink and wicked little grin that Fraser had seen from his partner a hundred times.

 Benton Fraser- Character study.
Fraser has been shot, stabbed, punched and generally beat up more times then he cares to remember, and though he nearly always gets his man, it is usually more from his intelligence and strength of will then from any 'superpowers'.
Fraser's dead father is in fact the reason he originally came to Chicago- he was on the trail of the legendary Mountie's killer.

Benton is an expert shot, but does not carry a gun while in the U.S. as he is not licensed to do so.
History: Benton Fraser is the stereotypical mountie, honest and true and one who will always get his man. His father was a mountie too, until he was murdered to prevent him exposing a scheme one of his superiors was involved with.
After successfully bringing the murderer to justice, Benton was advised that he had rocked the boat a little too much in Canada, and that for the time being at least, he would be assigned to the Canadian Embassy in Chicago.

If one concedes that the Fraser's report of the trial is at least partially accurate, that source suggests that since a warrant and mittimus were included in the trial costs that both were issued prior to the trial.

Constable Benton Fraser, a member of the Royal Canadian Mounted Police, comes to Chicago on the trail of the killers of his father, who was also a Mountie.  For reasons that don't need exploring at this juncture, Constable Fraser remains in Chicago attached as liaison to the Canadian Chicago consulate. 
Fraser has difficulty in adjusting to life in the big city.  He is used to working alone in the cold, barren northern extremes of the Canadian territories.  He lives by his own very highly developed code of honor.  He is accompanied by his faithful wolf, Diefenbaker, with whom he conducts very interesting conversations.
A great friendship develops.  The two are very different individuals but they complement each other and help each other.  Fraser and Ray Vecchio begin solving crimes using the techniques that Fraser has mastered in his northern environment.
