For example, I've done SourceWell (the BerliOS software announcement system) and it has been released under the GPL as you can see it in http://developer.berlios.de/projects/sourcewell.
The point is that the BerliOS team should be made out of five full-time working persons and few students...

BerliOS encourages the outsourcing of Open Source projects by providing portals for the announcement of projects, the negotiation of goals and requirements of projects, and the distributed Open Source implementation of projects.
SourceAgency provides a place where potential sponsors may announce their project needs and discuss these with other potential sponsors and developers.

On Monday 25th April BerliOS approved the Group’s application for hosting the project and gained access to valuable resources for open source work:
The current plan is to remain at Yahoo Groups until the ‘Proof-of Concept’ prototype compiler is published.
Once that milestone has been achieved, the group will move over to BerliOS for all future development.

The project is currently mainly hosted at sourceforge.net, but a transition to berliOS is ongoing.

 The Docutils Subversion Repository
While the repository resides at BerliOS, all other project data (web site, snapshots, releases, mailing lists, trackers) is hosted at SourceForge.
There are two places to add your SSH public key on BerliOS: your web account and your shell account.
You'll be asked for your password, which you set when you created your account.

 Diego Pettenò - [unieject] BerliOS
This makes possible to use unieject without installing all of its exotic dependencies (libpopt is not so exotic, as RPM and many other packages uses it).
But the most important change in unieject project is the fact that now is hosted on BerliOS.
That means that there is a public SVN repository, a place where submit patches and a decent mirror for releases :)
