Berlin was first settled in 1665 and was officially incorporated in 1812.

Berlin pond lies a little southeast of the center of the town, is about two miles long and half a mile wide, and is in the midst of a beautiful and fertile valley, at an elevation of about 400 feet above Montpelier.
The people of Berlin gave him a call to settle as their minister in August, 1798, and November 7, 1798, he was ordained pastor of the Congregational church of Berlin, which position he filled until May, 1829.
He removed to Massachusetts and was secretary of the Massachusetts Senate in 1851, elected representative to the 34th and reelected to the 35th Congress of the United States.

It has been suggested the name Berlin was chosen by the Wheeler settlers from Bethel, Maine, who earlier had lived in Berlin, Massachusetts.

The Town of Berlin was chartered in June of 1763 by H. Benning Wentworth, Governor of New Hampshire.
Berlin has always been a rural community, with many farms located along the river and stream valleys, on the relatively flat land between the Berlin Pond and the Stevens Branch River, and in a few suitable highland locations.
In the 1930s, a substantial portion of the relatively level land between the Berlin Pond and the Stevens Branch River was acquired by the State of Vermont and the E. Knapp Airport was constructed.
