For some time before 1884 there had been growing up a general conviction that it would be desirable for the powers who were interesting themselves in Africa to come to some agreement as to "the rules of the game," and to define their respective interests so far as that was practicable.
Lord Granville's ill-fated treaty brought this sentiment to a head, and it was agreed to hold an international conference on African affairs.

The Berlin Conference, 1884-85 regulated the imperial competition between Britain, France and Germany, defining "effective occupation" as the criterion for international recognition of colonial claims and codifying the imposition of direct rule, accomplished usually through armed force.
In 1884 Bismarck convened a conference in Berlin to discuss the Africa problem.
However, in Africa (exclusive of what would become the Union of South Africa in 1909), the amount of capital investment by Europeans was relatively small before and after the Berlin Conference, the companies involved in tropical African commerce were small and politically insignificant, exerting only a tiny influence on domestic politics.

From internal evidence within the 1884 Treaty, there was an obvious attempt after July 16, 1884, to correct such impression by defining within the Treaty the full extent of Itsekiri territories.
While the text of the 1884 Itsekiri Treaty did not therefore apply entirely to all subsequent cases, it supplied the texts of the Protection Treaties that enabled the British to establish its Protectorate of Southern Nigeria.
