In the first elections held since the 1994 genocide, Kagame's Rwandan Patriotic Front (RPF) and allied parties won 58 of the 80 seats in the lower house, and 12 of the 20 seats in the upper house.
Makuza, a moderate Hutu, is not a member of Kagame's Rwandan Patriotic Front, a former Tutsi rebel group that has ruled since the end of the genocide.
The historic legislative vote marked the end of a transitional government which was put in place at the end of the genocide, in which up to a million people, most of them ethnic Tutsis, were slaughtered in a killing spree organised by the Hutu government at the time.

Makuza is from the predominantly Hutu democratic republican movement, the MDR and was a party choice.

KIGALI, Aug 24 (AFP) - Rwandan Prime Minister Bernard Makuza on Sunday called on the population to turn out massively to vote in the presidential election, the first in the country since the 1994 genocide, and to choose a patriotic candidate.
"To vote is not only a right, it is also a civic duty for all those who love their country and who fulfill all the conditions to exercise this civic duty", Makuza was quoted as saying by national radio.
Makuza, in a message to the nation, called on the population to "vote for a patriotic and wise candidate able to lead the country towards a constructive vision and lasting development".
