The county was formed as Bertie Precinct in 1722 from the part of Chowan Precinct of Albemarle County lying west of the Chowan River.
With the abolition of Albemarle County in 1739, all of its constituent precincts became counties.
Bertie County is a member of the Mid-East Commission regional council of governments.

Bertie County was represented were led by Unionist P.T. Henry in the lower house and David Outlaw in the upper legislature.
Bertie County was committed to the Union and political meetings were held in the county to oppose secession.
Bertie County sailors were on the gunboat, Underwriter, when Confederate forces captured and destroyed it in the Neuse River at New Bern on Feb 2, 1864.

Charleston County, South Carolina saw an increase in colored population of about 24,000 between 1860 and 1870, so possibly that is where some went, even though the overall colored population in South Carolina remained about the same in 1870 as it was in 1860.

The inside Title Page was marked, "Bertie County Book A for records of Processions of Lands - begun August Term 1804 by George Gray, Clk.".
'It shall be the duty of the Commissioners first elected in each county, to divide the same into convenient districts, to determine the boundries and prescribe the names of said districts, and to report the same to the General Assembly before the first day of January, 1869'.
