		Well, Earth is on the border between quadrants -- just as London is on the border between hemispheres, because that border is defined by a line passing through the Greenwich Observatory.
		And since a greater percentage of that complex of linked civilizations is in Alpha than Beta, I therefore find it credible that "Alpha Quadrant" would be used as a shorthand for the whole thing.
		Perhaps the Beta Quadrant, like Asia in the minds of 19th-century Westerners and many near-Easterners, is considered a relative backwater or wilderness compared to Alpha, so that powers who want to be taken seriously present themselves as Alpha Quadrant powers.
