Although increased recreation area fees may be partly to blame, and the latest recession may have curbed discretionary income expenditures for recreation, the recent six-year drought is commonly cited as the primary reason that the trend of increased recreational use has diminished at many reservoirs.
Bethany Reservoir was completed in 1967, and serves as a forebay for South Bay Pumping Plant and a conveyance facility in this reach of the California Aqueduct.
These impacts at lakes and reservoirs included the water surface receding far from developed recreation facilities such as campgrounds, picnic areas, and swimming beaches; boat ramps and swimming areas becoming unusable because they were no longer covered by water; boating and water skiing being reduced by declining surface area; and aesthetic values being generally reduced.

Most of this work was done by the United States Army Corps of Engineers, and the land is now managed by the State of Illinois on a long-term lease from the federal government which began in 1968.
The Eagle Creek State Recreation Area, a 2,200-acre site on the west side of Lake Shelbyville, has several fully developed picnic areas--complete with grills, tables, water and sanitary facilities--scattered conveniently throughout the park for the casual day visitor.
A state hunting license is required as well as a seasonal hunting permit which is available for free from the park office.

Also seen around the reservoir were Red-tailed Hawk, American Kestrel, Loggerhead Shrike, Western Meadowlark, American Pipit and Yellow-rumped Warbler.
The reservoir itself was somewhat disappointing in that the waterfowl consisted of many scaups in the far side of reservoir and a small number of Buffleheads only.
