The Environment Agency described the management of water supplies in the South-east during 2006 and 2007, where rainfall was last month just 50 per cent of average and some 3.4 million people remain under hosepipe bans imposed last summer, as "one of the biggest tests in decades".
Ofwat, the water regulator, warned last year some water companies would be forced to run the risk of restricting their supplies in the event of a lengthy drought.
Water companies insist that the disparity has made measures such as drought permits for Bewl Water, where the boat ramp was recently extended to allow sailing enthusiasts to enter the retreating waters, an absolute necessity.

Southern Water, which manages the Kent reservoir, is taking emergency action as Bewl Water is only 35 per cent full, the lowest it has ever been.
But this winter some of the basins created to hold the water are empty, or at best have a muddy puddle, and the meanders which were expected to cope with a torrent of water are holding a meagre trickle.

There were 11 Optimists with very young helm competing who did extremely well to take 6 of the first 11 places and the team prize; Richard found it embarrassing to find Optimists well in front of him at the first mark in all the Monday races.

The wind blew straight down Bewl straight and those that ventured to its end could only fish in the side bays due to the rough water out in the middle of the main arm.
The hour plus travel to Bewl consisted of the occasional heavy shower but by the time fishing started these had subsided although the sky was still partly overcast.
By the end of the day, at say 4.00pm, conditions had improved a little although it was still somewhat chilly still with the continual wind.
