Bezeq (בזק) is Israel's national telecommunications provider, and had a monopoly on wire based telephony.
Though still the most dominant provider of telephone services, it has competition with the sole cable provider in the country, called HOT, which offers a cables based telephone services as of 2005.

Bezeq also offers the advantage of being online 24 hours a day, without the need of dialing to be connected, plus much higher surfing speed, which yields a tremendous saving in working time, for those using the Internet for work.
Bezeq's greatest current problem, however, is that Minister of Communications Binyamin Ben-Eliezer has decided in principle not to grant communications licenses to the cable companies, as long as DBS is not on the air.

"Factors Impeding the Implementation of Privatization" by Yaakov Ne'eman
The result of this situation was that members of the public acquired shares during the first issuance of Bezeq shares, and during trading on the stock exchange, based on the assumption that the state did not hold a "golden share," and that there was no restriction on the sale or acquisition of shares.
It is totally unacceptable that primary and secondary legislation were used retroactively to allocate the State of Israel a golden share in Bezeq, thus imposing a restriction on control and holdings in Bezeq, to the effect that the Minister of Communications is now required to authorize the acquisition of additional holdings in the company.
In 1998, just before the previous decision to privatize Bezeq, it was suddenly recalled that land had been transferred from the state to Bezeq in 1984, and that the state still claimed rights to this land.

The only affiliation Bezeq's management had to Shamrock's petition is that it is a declared supporter of the company's privatization, believing it central to the company's future and to its developmental and competitive capabilities.
Regarding the "bizarre deal" through which Shamrock bought shares in (Bezeq subsidiary) Pele-Phone Communications: The transaction was done in order to assure Bezeq the possibility of obtaining full ownership of Pele-Phone without turning it into a government company in the interim and as such, the transaction was done professionally and efficiently.

For one, as the owner of Bezeq, the government does not want to see the company fail and as long as Bezeq remains a public company and is restricted by the binding rules of the regulator and the Antitrust Commissioner, it will not be able to position itself against competition.
The fact that Bezeq is doing all it can to prevent competition is something we, the consumers, should be alarmed by and probably question since it is preventing us from the right to choose, and the right to quality service at a competitive price.
Bezeq is avoiding this challenge by finding ways to keep the cables out of the market, such as dragging out the process with Antitrust Commissioner David Tadmor, who has declared Bezeq a monopoly in the fast Internet arena.
