In the past, the Bhagirathi known as the Hooghly further downstream was the main stream of the Ganges River.
It is reported that the Jalangi, like the Bhagirathi, was also once very active navigable waterway forming perennial navigation link between the port of Calcutta and its vast hinterland of Assam and Upper India but has now become a spill channel receiving upland water for only about 3 to 4 months in a year.
Now the Bhagirathi / Hooghly is not any more a big river, as a result it would not be too expensive to adopt various appropriate engineering measures to control the flow and water depths of this waterway..

As per the conditions of the Environmental Clearance to Tehri dam project given by Ministry of Environment and Forest on 19-7-1990, it was required of Ministry of power to ensure construction of the Authority on Statutory basis through legislative action before 31-3-1991.
Under Section 3(3) of this Act, the Bhagirathi River Valley Development Authority was constituted on 4-4-2005 and in its first meeting of the Authority dated 20-5-2005 the Executive Committee of the Authority was constituted under section 3(5) of the Act.
It will be the endeavor of Bhagirathi River Valley Development Authority, to ensure compliance of the seven conditions of Environment Clearance and the directions of Hon'ble Supreme Court and uphold the spirit of the Uttaranchal River Valley (Development and Management) Act,2005.

Stating this in a written reply to a question in the Lok Sabha today, the Union Minister of Power, Shri P.M. Sayeed informed the Members that Ganga is formed at Devprayag downstream of Tehri Dam, after confluence of river Bhagirathi and river Alaknanda with 1/3rd contribution of Bhagirathi water and 2/3rd contribution of Alaknanda water.
The flow from Alaknanda river is continuing unabated with some releases of water from the Bhagirathi river also, on which the Tehri Project has been set up.
Further, the Minister stated that about 1000 cusecs of water shall flow past the Tehri Dam after the reservoir level reaches El.700 m (which is expected around 8th of December, 2005) through the intermediate level outlet (ILO).

It was a chilly night in October when the dam authorities shut down the T-2 diversion tunnel of the dam blocking the flow of Bhagirathi after a group of Congress leaders lost a legal battle over the vexed rehabilitation issue in the Nainital High Court.
Following the closure, panic gripped the entire area as the water level of Bhagirathi began rising, inundating vast areas of the town and adjoining villages.
Residents of Chham and Mali Deval villages, which would be submerged shortly in Bhagirathi reservoir, took to the streets demanding adequate compensation for those who would be uprooted from the area.
