Bhikkhuni refers to the tradition of Buddhist holy women, or nuns.
While the lineage of Buddhist nuns (Bhikkhuni) was originally provided for by the Buddha, it spread widely in the Mahayana tradition.
Many women continue to follow the spirit, if not the letter, of the bhikkhuni order as pious laywomen even though they are either never ordained or are considered “semi-ordained” since they are not recognized officially by the Sangha in the Theravada tradition, these women attempt to lead a life following the teachings of the Buddha.

Should any bhikkhuni start a legal case against a householder, a householder's son, a slave, or a worker, or even against a wandering contemplative: this bhikkhuni, as soon as she has fallen into the first act of offence, is to be (temporarily) driven out, and it entails initial and subsequent meetings of the Community.

 The History of the Bhikkhuni Sangha
In our study of the historical development of the bhikkhuni sangha, when others quote from the texts to prove authoritatively that the bhikkhuni order cannot be restored today, we have to be equally conversant and fluent in quoting from the texts to prove that it can.
At least five bhikkhunis must be present to form a sangha, and the preceptor must have at least twelve years standing as a bhikkhuni in order to give the precepts.
The bhikkhuni sangha prospered there along side the bhikkhu sangha, until both the orders were wiped out when the Chola King from Southern India attacked Sri Lanka in 1017 A.D. The next Buddhist king who came to the throne searched the entire island and found only one male novice left.

During the time the Bhikkhuni order existed in Sri Lanka it proved to be an asset to the religion and rendered yeoman service to the Sasana.
Thus, a tradition to the effect that the Bhikkhuni order is defunct and cannot be restored until the appearance of Martie Buddha in a future aeon became accepted.
Now that the Theravada Bhikkhuni Order has been established in Sri Lanka it should be a matter of time for women renunciates in these countries to come to Sri Lanka, or get down Sri Lankan nuns to their countries and establish the Bhikkhuni Order in their lands.
