 | | These Guidelines apply to personal data, whether in the public or private sectors, which, because of the manner in which they are processed, or because of their nature or the context in which they are used, pose a danger to privacy and individual liberties. |
 | | The Guidelines therefore apply to personal data in general or, more precisely, to personal data which, because of the manner in which they are processed, or because of their nature or context, pose a danger to privacy and individual liberties. |
 | | It should be noted, however, that the Guidelines do not constitute a set of general privacy protection principles; invasions of privacy by, for instance, candid photography, physical maltreatment, or defamation are outside their scope unless such acts are in one way or another associated with the handling of personal data. |
