Judges starts off with the entrance of the Israelites into Canaan, however there are many Canaanite tribes still in the land who still resist them, so although they have entered the land they do not have full control of it.

To discover “what the biblical writers knew” is both impossible and misguided; the question of one untrained in the interpretation of ancient texts and bound to literality as the only criterion of validity remains.

 Unreliable contradictory History in Kings, Samuel, and Chronicles in the Bible
Biblical manuscripts are notoriously unreliable when it comes to historical fact, and these disagreements and contradictions appear not only between various works, but, in an even more bizarre fashion within individual books.
'Chemosh' was not the god of the Ammonites as stated in Judges 11:24.
The King of Moab offered a child as a whole offerings sacrifice to Chemosh, and the god responded by 'stirring up his wrath against Israel so they gave up the battle.' The Moabites are also painted in different colors, depending on the source.

It does not appear that any thing particular took place in the civil state of the Israelites during the time of these latter judges; nothing is said concerning their administration, whether it was good or bad; nor is any thing mentioned of the state of religion.
It is likely that they enjoyed peace without, and their judges were capable of preventing discord and sedition within.
The Arabic has the same word, with sheen and seen; and adds, "He said Sebla, for the Ephraimites could not pronounce the letter sheen." These notices, however trivial at first view, will not be thought unimportant by the Biblical critic.

Judges begins the biblical shift of focus from the Joseph tribes to Judah, with its sister tribes, Simeon, that seems later to have disappeared within it, and Benjamin.
