Marcus Calpurnius Bibulus was a politician of the late (The ancient Roman state from 509 BC until Augustus assumed power in 27 BC; was governed by an elected Senate but dissatisfaction with the Senate led to civil wars that culminated in a brief dictatorship by Julius Caesar) Roman Republic.
Bibulus was the son in law of (additional info and facts about Cato the younger) Cato the younger.
Caesar presented his bill at the Assembly anyway, and when Bibulus tried to intervene, the crowd broke his (Bundle of rods containing an axe with the blade protruding; in ancient Rome it was a symbol of a magistrate's power; in modern Italy it is a symbol of Fascism) fasces and dumped feces on him.

The bestknown of those who bore it was Marcus Calpurnius Bibulus, consul with Julius Caesar, 59 B.c.
He was the candidate put forward by the aristocratical party in opposition to L. Lucceius, who was of the party of Caesar; and bribery was freely used, with the approval of even the rigid Cato (Suetonius, Caesar, 9), to secure his election.
The two eldest were murdered in Egypt by some of the soldiery of Gabinius; the youngest, Lucius Calpurnius Bibulus, fought on the side of the republic at the battle of Phiippi, but surrendered to Antony soon afterwards, and was by him appointed to the command of his fleet.

Bibulus never appeared at the site where the comitia was meeting, and therefore he could not issue an obnuntatio.
Only by announcing through an obnuntatio that he had witnessed a peremptalia could Bibulus cancel a comitia from meeting or vitiate anything the comitia passed while in session, and obviously this was a sign would that would have been easily observed by others as well.
Bibulus could not very well claim that the State was facing any crisis by a consul legally calling a comitia to assemble.

Marcus Porcius Cato Uticencis (95 BC-46 BC), known as Cato the younger to distinguish him from his great-grandfather Cato the Elder, was a Roman politician and statesman, and a follower of the Stoic philosophy.
He retired from the forum, leaving Caesar with complete control over the consulship, although he occasionally issued complaints against Caesar, which led to attacks on his house from Caesar's supporters, the populares.
For the rest of the year, the populares joked that the two consuls were really "Julius and Caesar." Bibulus spent the remainder of his term sequestered in his house where he claimed he was watching for omens, an act that technically invalidated all legislation passed that year.
