This parliament operated under major restrictions, including Poyning's Law and the Penal Laws, imposed by the English and British Crown, by the English and British Parliament and by the King-in-Council.
The Irish Parliament was subject to an Irish executive, presided over by the English/British selected Lord Lieutenant of Ireland (previously called the 'Lord Deputy'), which was ultimately answerable not to it but to the English/British Government in London.
Though plans were periodically discussed for the erection of a new parliament building (a site was even considered in the Phoenix Park), parliament remained in Leinster House, to which additional offices were added in the 1950s and most recently in the year 2000.

 Bicameral - dKosopedia
In government, bicameralism is the practice of having two legislative or parliamentary chambers.
Although the ideas on which bicameralism is based can be traced back to the theories developed in ancient Greece and ancient Rome, recognisable bicameral institutions first arose in medieval Europe where they were associated with separate representation of different estates of the realm.
A particular risk of bicameralism is that almost all legislature is adopted in final form by a closed door conference committee between the two legislative bodies with no "fingerprints" of the responsible legislator, rather than in the deliberative process of Parliamentary Procedure on the floor of a legislative body.

A BICAMERAL Parliament with 260-members, among other far-reaching changes to Zimbabwe's august House, has been mooted, but analysts say the two-chamber legislature will be "toothless" unless it assumes "real" power.
Analysts and political commentators who spoke to The Financial Gazette were unanimous that the proposed overhaul of Zimbabwe's Parliament, though necessary for good governance in a democracy, was not a priority at present as long as the legislature had little authority compared to other arms of government.
Kagoro said while a bicameral system was an important safeguard in other democracies, it was not a priority in present-day Zimbabwe.

EurasiaNet Eurasia Insight - A BICAMERAL PARLIAMENT FOR UZBEKISTAN?
At the May 25 session of the Olyi Majlis (parliament), President Islam Karimov unexpectedly proposed transforming the current parliament from a unicameral to a bicameral body.
The lower chamber would comprise representatives of political parties and independent deputies, who are intended to become a "professional" part of the parliament, working year round, rather than convening only three to four times a year, as is currently the practice.
Another plausible explanation for Karimov’s desire to divide parliament is the suspicion that a hidden "clan" existing inside government at the central and regional levels, which was disgruntled by the resource distribution policy, was behind the lethal bombings in Tashkent on February 16, 1999.
