Biennial plant - Wikipedia, the free encyclopedia
A Biennial plant is a plant that takes between twelve and twenty-four months to complete its lifecycle.
If a normally biennial plant is grown in extremely harsh conditions it is likely to be treated as an annual because it will not survive the winter cold.
Examples of biennial plants are parsley, silverbeet, Sweet William, Colic Weed, and carrots.

 Annual and Biennial Budgeting
Biennial and annual budgets do not seem to cause significant differences in budgeting practices among the states, although state practices vary so widely for reasons of politics and history that it is difficult to single out any one reason for differences in practice.
Arkansas, for example, which has a biennial legislature and budget, imposes strict limits on the governor's power to transfer funds among programs in an agency appropriation, denies the power to transfer funds among agencies, and limits the governor's power to cut the budget with provisions that are enacted in the budget itself.
Biennial budgeting represents a commitment of policy direction and funding amounts for a longer period than annual budgeting; it also means that agency personnel have to spend less time in budget planning and presentations than under a system of annual budgeting.

 Biennial Budgeting
The central rationale for biennial budgeting is that it would improve the efficiency of the Congressional budget process.
One way that biennial budgeting would depart significantly from current practices would be its restriction of certain activities to specified periods.
Biennial budgeting is likely to make it even more difficult to reach compromises over major policy differences, because the stakes will be higher with a two-year budget than with a one-year budget.

Biennial Budgeting: Do the Drawbacks Outweigh the Advantages? -- 2/23/00
Biennial budgeting is likely to have many effects, however, not all of which are positive.
The GAO has reported that the number of states that moved from biennial to annual budgeting over the past 30 years is nearly four times the number that moved from annual to biennial budgeting.
Moving from an annual to a biennial appropriations cycle at the same time may not be wise, given that there may be program changes which could in turn create the need for major budgeting changes in the second year of a biennium.

Board of Supervisors: Legislative Analyst Report - Biennial Budgeting (File No. 021309)
Biennial budgeting has many variants and there are almost as many nuanced forms as there are governments that enact them.
Interest in biennial budgeting has grown in recent years, due in part to growing time spent preparing and reviewing budget documents, recent attention at the federal level, and local government funding uncertainty as a result of state restrictions on property taxes.
Opponents of biennial budget cycles counter that funding uncertainty, coupled with a limited ability to predict future economic conditions as well as the potential for reduced departmental accountability, is exactly why most government agencies continue to have annual budget cycles.

 The Biennial Contribution Limit Brochure
Moreover, within this biennial limit on total contributions, an individual may not exceed the specific limits placed on contributions to different types of committees, as illustrated in the contribution limits chart later in this brochure.
As an individual, your contribution to a federal candidate counts against your biennial limit for the year in which the contribution is made, even if the candidate is not up for election within that two-year period.
Those contributions count against your biennial limit for the year in which the contribution is made and against your calendar year limit for that committee.
