In that period, Bihac was the regional centre in one of the Kingdom's counties.
Bihac was occupied by the axis forces in spring 1941 and becomes the part of so-called "Independent State of Croatia.

The town of Bihac was designated a "safe area" by UN Security Council Resolution 824, which was passed on 6 May 1993, many months before the arrival of Gen. Rose in Bosnia.
The supplying and training of the Fifth Corps has taken place in the Bihac pocket, mainly outside the town, and has been going on since before May 1993 (the Fifth Corps was established in the late spring of 1992).
It is true that the Fifth Corps has an administrative HQ in the town of Bihac; but its presence there was not dependent on the existence of the so-called safe area.

Bihac, 2 September 1996 (RFE/RL) -- Fikret Abdic, top leader of the Democratic People's Union (DNC), is the "most wanted" man in Bosnia.
But an OSCE representative in Bihac told RFE/RL that the indictment is a violation of the Dayton Accords, as only the Hague Tribunal can indict Abdic for war crimes.

The warfare around Bihac came as President Clinton, addressing a meeting in Budapest of the Conference on Security and Cooperation in Europe, urged Bosnia's Serbs to settle their differences with the Muslim-led government in Sarajevo "at the negotiation table, not the battlefield."
That would mark a decisive turn in the fighting around Bihac, which erupted when the Muslim 5th Corps burst out of the enclave a month ago and made their biggest gain since the war began 2 years ago.
