A 13-member delegation, headed by the party’s newly elected state president Radha Mohan Singh, submitted a memorandum to Gov. R.S. Gavai for President A.P.J. Abdul Kalam and said there was no ground for clemency for Afzal.
He said the party felt that the United Progressive Alliance government headed by Congress was avoiding taking a position on Afzal because of the upcoming elections in several states.
