Bilhah is given to Rachel as a handmaid by Rachel's father, Laban, upon Rachel's marriage to Jacob.
According to some commentators, Bilhah and Zilpah, the handmaids of Rachel and Leah, respectively, were actually younger daughters of Laban.
Bilhah is said to be buried in the Tomb of the Matriarchs in Tiberias.

We note that a distinction is drawn between "his brothers" in the first section of the verse and the sons of Bilhah and Zilpah in the second section.
It is interesting that while the Torah stated that Yosef fraternized with the sons of Bilhah and Zilpah, Rashi stresses Yosef's behavior with the son's of Bilhah; perhaps due to Reuven's earlier slight they were most vulnerable to this type of insult.

Reuben "defiled" Bilhah to prevent her from providing Jacob with more sons, who would further subdivide Reuben's inheritance.

The problem of putting Bilhah and Zilpah in the honorary list is that we do not know a single thing about their behavior!
I do not think the list of Matriarchs would be any more honorable or truthful by the inclusion of Bilhah and Zilpah.
Bilhah and Zilpah would be quite out of place in the list.

A profession that has no other basis than cold orthodoxy (as represented by Leah) can’t produce Christlikeness in a believer’s life; but Bilhah, the representative of mere outward ceremonialism is equally powerless to produce true spiritual fruit.
In her despair Rachel may have thought that there was no other way for her to be multiplied than through Bilhah.
Since Bilhah represents legal ceremonialism, Jacob’s union with her represents a believer’s becoming more punctilious in his observance of outward religious forms.
