Section 24 of the bill would repeal and reenact AS 15.45.130 on the certification of circulators for an initiative petition, to reference the proposed new section on qualifications of an initiative petition circulator, and to delete the requirement that the circulator's name be prominently displayed on the petition.
Section 25 of the bill would amend AS 15.45.200 on display of the proposed law, to reduce the number of copies of a law proposed by an initiative that must be provided to the election board from 10 to five, and that must be displayed in the polling place from three to one.
Section 33 of the bill would amend AS 15.45.430 on display of the act being referred to in the referendum, to reduce the number of copies of the act that must be provided to the election board from ten to five, and that must be displayed in the polling place from three to one.

The House and the Senate yesterday gave initial approval to the bill, which is a compromise from separate versions approved by the House in June and the Senate in July.
The bill would increase to 12 hours the amount of time that a teenage driver with a learner's permit must spend behind the wheel during driver's education before obtaining a junior operator's license at the minimum age of 16½.
The bill also would require a teen with a learner's permit to have 40 hours of supervised driving with a parent or guardian, up from 12 hours.

Bill Amend: The foxtrot.com site was a joint venture with my syndicate that slowly turned into a big, complicated, run-by-committee thing that didn't feel very personal in the same way my strip is. It may come back in a new form, but the old huge site isn't something I want to revisit.
Bill Amend: I've always enjoyed math and science and majored in physics in college, so a lot of the math humor in the strip isn't really done with any calculations (ha ha) in mind, but it's just sort of me writing about stuff I enjoy or think about.

The bill would not prevent a person from being charged with, convicted of, or punished for any crime committed while violating the bill's provisions.  The court could order terms of imprisonment for a violation of the bill and for a violation of any other crime committed while violating the bill to be served consecutively.
The bill would also establish a three-year statute of limitation period during which an action could commence.  If the individual injured by the coercive act was under 18 years at the time the claim first accrued, an action would have to commence within one year after she reached 18 years of age.

The fate of a bill to raise the general excise tax for Honolulu mass transit grew more uncertain yesterday after a typo was discovered in a veto message sent by Gov. Linda Lingle.
Just as Lingle was telling legislators that they must amend the tax bill to allow the counties to handle all tax collection, lawmakers discovered her veto notifications were flawed with wrong bill numbers, meaning that the tax bill may become law anyway.
