Bill Archer has introduced a bill which would shift the burden of proof on tax matters from the individual taxpayer to that of the IRS.
Bill Archer introduced this concept as an addition to the bill proposed by the Republicans to get control of the IRS back into the hands of the American people and the Congress.
When Bill Archer introduced the "revolutionary" idea that the burden of proof on IRS matters should shift from that of the individual to the IRS some idiots in the democratic party came out against it (do they believe the U.S. should be a parliamentary system based on divine right?).
