Born in Pine Bluff, Arkansas, Carr studied at the University of Pennsylvania, where he was coached by 1904 Olympian Lawson Robertson.
Carr favourite events were the 440 y (or 400 m), the 880 y and the long jump, but he had never managed to win a major race until 1932.
Now Carr was a favourite for the 400 m gold at the 1932 Summer Olympics, which were held in Los Angeles.

Bill Carr, the University of Houston's director of athletics, announced Monday that he has tendered his resignation by mutual agreement with the university to explore other career opportunities.
Carr arrived at UH in April 1993 when the program was beginning to have serious problems, including an ongoing NCAA investigation which cost the football team several scholarships and the departure of the coaches of the two revenue-producing sports, football and men's basketball.
Carr said one of the biggest factors in deciding to come to a struggling program was the large amount of money UH alumnus John Moores was planning to give to the school, including $25 million to build a new athletic facility.

There is a lot in the Bill that is not revealed in the Elections BC advertisement, on the website for Carr's initiative, or on the Green Party website.
Carr's Bill would create two classes of MLAs - "constituency MLAs" elected by constituents as we do now (except there would only be 34 of them), and another 34 "party MLAs" appointed by political parties if the party achieved more than 5% of the overall party vote.
With Carr's bill, the little nuisance of a vote for the candidate would be skipped as long as the party received 5% of the total vote.

The Terrorism (Police Powers) Bill 2002, rammed through the NSW Legislative Assembly by the Carr Labor government in a single day last week, is a frightening piece of legislation which seriously erodes basic democratic freedoms and protections (though within a limited scope).
The Bill allows police to authorise the searching of persons, premises (where they might contain a "target" person) and vehicles without needing to obtain a search warrant from a judge or magistrate (as would otherwise generally be required).
Carr isn't aiming to divide the Coalition opposition, nor to paint Opposition Leader John Brogden as "soft on terrorism".
