Fraser said that the 1999 "Cap Rock amendment was sold to the (Texas) Legislature as an experiment to enable the co-ops to compete long-term against the larger-investor owned utilities.
Fraser said this week that provisions of SB 1280 would move "Cap Rock out of regulatory no-man's land and puts it under authority of the PUC as an investor-owned utility.
