Grey was as suspicious of the unions as was the king, but carried a new bill by 367 votes to 231 on the second reading in June 1831.
The bill lagged at the committee stage but in September was finally carried by a slightly smaller majority and passed on to the Lords, where it was once again rejected in October by 199 votes to 158.
For the young Quaker radical John Bright it was not a good bill (that is to say it was not a democratic bill) but because of the manner of its passing it was a great bill when it was passed.

In 1807 Grey was responsible for steering the Bill for the Abolition of the Slave Trade through the House of Commons; he also introduced a Bill that would have allowed Catholics to reach the highest ranks in the army and navy but the king insisted that it should be withdrawn.
Grey had misjudged the temper of both Houses of Parliament and came into conflict with William IV when he had to ask for enough new peers to be created to carry the Bill.
