William George Hayden AC (born 23 January 1933), Australian politician and 21st Governor-General of Australia, was born in Brisbane, Queensland, the son of an American-born sailor of Irish descent.
Bill Hayden was educated at Catholic schools and joined the Queensland Police Force when he was 20.
Hayden's appointment as the next Governor-General to succeed Sir Ninian Stephen was publicly announced in mid-1988, and he immediately left parliament and severed all connections with the Labor Party.

The Hayden bill was possible because several highly visible shelters in California were not providing the level of care that their communities and critics thought necessary.
A compromise was reached and the bill was changed so that the specific duties of shelters were not enumerated, the liability sections of the bill were deleted, and the holding periods were amended so that shelters that met certain criteria would have shorter required holding periods.
The bill was designed to give shelters with public contracts additional time either to expand their existing facilities or to build new ones by pushing back the implementation date of the longer holding periods mandated by SB 1785.

This case purports to be the first case testing "The Hayden Law" (infra) and "The Vincent Law", which requires shelters to spay and neuter all impounded animals prior to release to the public.
This bill would set forth the findings of the Legislature with respect to animal shelters, humane organizations, lost or stray animals, and neuter programs, declare the policy of the state with respect to adoptable and treatable animals, as specified, and set forth the intent of the bill.
This bill would, effective July 1, 1999, expand this minimum impound time to 4 or 6 business days, as specified, and would require that the animal be released to a nonprofit animal rescue or adoption organization in certain circumstances, subject to specified exceptions.
