Heller if he prepared the members-elect roll the way she had done, she would not defend him in court.
Heller did not want to wonder if any decision he made would be supported by the Attorney General; he wanted to be able to execute the powers of his office on his own.

Heller said that to try to help things move along, he is abandoning his plan to allow same-day registration and voting on Election Day and instead is seeking to lengthen the registration period.
Heller is now proposing extending the registration period for both the primary and the general elections by 10 days.
Assembly Bill 527 had been introduced to address the issues, but Heller said at a hearing last week before the Assembly Elections, Procedures and Ethics Committee that members appeared to be in "shock and awe" of the bill.

 Opinion: Change at USF
Bill Heller is stepping down as the leader of the University of South Florida St. Petersburg, and he deserves the gratitude of his university and his community for the job he has done in leading the school through some difficult times and bringing its resources to bear on some of the city's poorest neighborhoods.
As Heller would be the first to admit, what is important is not the fate of any individual administrator but the future of the university, and he has laid a solid foundation on which the St. Petersburg campus can build a proud institution of higher education.
The St. Petersburg faculty, many of whom are unhappy with and unsettled by the handling of Heller's departure, are concerned that Genshaft may choose one of her Tampa administrators as Heller's interim replacement while she and the board of trustees conduct a nationwide search for a permanent successor.

CARSON CITY -- A bill sought by Secretary of State Dean Heller to regulate the mortgage banking industry in the wake of the Harley Harmon scandal apparently is dead in an Assembly committee.
Heller's office wants to remove that exemption so such investments would have to be registered with his office and the backers would have to make numerous disclosures to allow the public to judge whether the transactions are worthy.
The bills were prompted by the Harmon case in Southern Nevada, where hundreds of investors lost millions of dollars.

In Dr. Heller's proposal to the Division of Biology and Medicine of the U.S. Atomic Energy Commission, dated February, 1963, he states that the objectives of his research proposal were to apply known amounts of radiation directly to the testes of normal men in order to ascertain specific cytological and hormonal information.
The Board of Control approved Dr. Heller's proposal for endocrinological investigation at Oregon State Penitentiary in 1957, with the understanding that participation of inmates would be on a strictly voluntary basis.
This is reflected in Dr. Heller's proposal to the Atomic Energy Commission for funding, which lists costs to the Penitentiary, which included $8,000 for payment to inmates at $200 each for their participation, and a total of $300 for postage, chemicals, and equipment, which were used by Dr. Heller.
