  William Levy - Wikipedia, the free encyclopedia
William Levy (born January 10, 1939), known as the Talmudic Wizard of Amsterdam and Dr. Doo-Wop, is the author of such works as The Virgin Sperm Dancer, Wet Dreams, Certain Radio Speeches of Ezra Pound and Natural Jewboy.
Levy attended the University of Maryland and Temple University and taught in the literature department at Shippensburg State College, in Pennsylvania.
Levy has been a regular contributor to Andrei Codrescu's Exquisite Corpse and Libido and is currently publisher of Transactions of the Invisible Language Society series.

The bill differs from a Republican-sponsored measure introduced last week that fails to identify corresponding budget cuts as an offset to the loss of $10 million of revenue from the tax to the county.
Levy stressed that simply reducing the revenue without having a corresponding cut in budget line items will either create a gaping deficit as resulted from the policies of Nassau County in the 1990s bringing it to the brink of bankruptcy -- or will result in a massive property tax increase.
The Executive's version of this bill cuts the residential energy tax, maintains the integrity of the county budget and avoids the property tax hikes that would likely result from the Republican plan.

PROPONENTS: Supporters say that The three districts affected by this bill were excluded from the $2.75 minimum levy because of the effects of power plants on the assessed valuation of the districts.
Another of the districts approved a Proposition C rollback to compensate for shrinking of state and federal funding because of a declining student population but is now within a few cents of needing a small increase.
The bill would allow the school board in each of these districts to vote to levy up to $2.75, the same authority given to other districts under SB 380, providing them some flexibility to deal with their unique situation.

Igor Koftun, deputy head of the securities and financial markets department in the Finance Ministry, said Sunday that the 15 percent levy, theoretically effective from Jan. 1, will probably be collected from T-bill dealers at the time when the notes are redeemed -- a provision that would have the greatest effect on secondary market trading.
The 15 percent levy was part of a package of revenue bills approved by the State Duma late last month, but the law still awaits a presidential signature, and the Finance Ministry and Tax Service have not yet prepared instructions on who exactly must pay the tax.

When the export education levy was first proposed a number of years ago, my colleague Nandor Tanczos expressed considerable concern that it would be used for purposes not related to the provision of export education and that concern remained with us during the progress of this bill.
Increasingly schools are using the fees they gather from international students to pay for the education of their general populations because the Government funding is so pathetic that it completely fails to cover the basic costs for schools and their running.
But, in the end, the bill restricts the use of the levy to those issues relating to international students only, and to their care and protection when the institutions to which they have paid their fees go bust.
