William Oliver Lipinski (born December 22, 1937), Polish-American politician, was a Democratic member of the United States House of Representatives from 1983 to 2005, representing the 3rd District of Illinois (mainly the southwest side of Chicago).
As a U.S. Congressman Bill Lipinski had a fairly conservative voting record, especially on social issues, as he was [1], a strong opponent abortion and gay rights, and was a member of the "Blue Dog" coalition of moderate-to-conservative Democrats.
At Bill Lipinski's urging, Democratic party leaders named University of Tennessee professor Dan Lipinski, the congressman's son, to replace him on the ballot.
