	Water bills at center of political tug of war
		Morton's proposal, Senate Bill 5028, was submitted in reaction to legal action by the state Department of Ecology to restrict water withdrawals from the Methow River in the North Cascades.
		Of all the bills, Morton's is the most offensive to environmental groups, because it could prevent the state from using water-quality standards to restrict water withdrawals from a stream.
		One bill would allow water from any well to be used throughout a district's "service area." The PUD could pipe water from "wet" areas of the county to areas targeted for population growth.
