Mayor Bill Norrie, once an ardent opponent of an electric light-rail transit system for Winnipeg, now thinks a new $350-million version could be the answer to the city's worsening traffic congestion.
Norrie was one of the fiercest opponents of a light-rail system when it was first promoted by former mayor Stephen Juba in the early 1970s.
However, Norrie said concerns for the environment has grown dramatically in the last 15 years, justifying a renewed look at a cleaner transit alternative even if the initial costs are higher than a bus system.

Norrie was given a third landslide victory in 1983, defeating sitting New Democratic Party MLA Brian Corrin.
Norrie faced his most difficult re-election in 1986, but still won a convincing victory over former NDP MLA Russell Doern, who had left his party over the language issue.

Norrie received his LLB from the University of Manitoba in 1955.

I think that when we look at this bill, which is to promote school board amalgamation, it is quite important that there be the ability for democratic input, and the changes which the Member for Minnedosa is suggesting would add the potential for democratic input in relationship to the Board of Reference.
Speaker, that clearly the Norrie Commission did not foresee the kind of changes that were in Regulation 8 and that it would be appropriate to remove this section and the validation which is part of it because of some of the uncertainties it will create and the lack of ability to appeal the decisions.
The minister, through the bringing forth of this section of the bill, is conceding he has done something illegal and now he has to bring forward this section of the bill to validate what, in fact, he has done that was deemed to be illegal before is now going to be deemed to be legal.

Norrie, a fierce opponent of light-rail transit in the 1970s, said his two-day visit last week to the Siemens Ltd. plant in Duesseldorf has changed his mind.
Norrie said a final decision on that facility, estimated to cost about $25 million, will be taken only if Forks officials can find a local businessman interested in forming a joint venture with a Dutch entrepreneur.
