Thomas indicated he was open to tax and pension changes inside and outside Social Security that many Democrats and liberal analysts have strongly advocated as a way to increase retirement money for the poor, who rely almost entirely on Social Security.
Thomas said increasing national saving would be a critical objective of his plans, a goal shared by many liberals and conservatives who point with alarm to the low U.S. savings rate, now about 1 percent of income.
Thomas said he was also considering ways to index benefits to expected increases in life spans or, alternatively, increasing the retirement age, which several analysts argue is a necessary change.

THOMAS:  Well, couple of weeks ago, the president had one of his forums in Washington, and if you'll look at what he said actually at that Washington forum, he used the term "problem" 27 times.  He used crisis zero.  I think problem really is what we're dealing with.
THOMAS:  Take a look at--again, why deal with income taxes?  Payroll tax is tied to the income.  And that's one way of financing them.  Other countries have used other taxes.  For example, they have taxes that are added to our products that go into their country.
THOMAS:  Value-added taxes.  They subtract them from their products leaving the country.  The United States is the world's largest importer and the world's largest exporter, and our tax system is out of sync with the rest of the world.  We pay their social costs.  They don't pay ours.  That at least needs to be examined.
