Constituency boundaries are subject to regular review by an independent Boundary Commission, usually once every 10 to 15 years, to keep the electorate of each constituency as close to the national average as is reasonably possible.
Today, constituencies in England are mostly subdivisions of administrative counties, with each constituency being comprised of a number of whole wards (for the purposes of the Boundary Commissions, unitary authorities, metropolitan boroughs and London boroughs are treated as separate administrative counties).
Most of the current constituency boundaries were last reviewed in the early 1990s, and are therefore based on administrative boundaries prior to the last series of local government boundary changes.

He also considered that the marginal merit of the counter-proposal was "at least balanced by the coherent shape of the Commission's proposed constituencies and the run of transport and other links east-west, and is outweighed by the increase in disparity between electorates which the counter-suggestion would involve".

Prior to John Baron's election to Westminster, the constituency of Billericay had previously been represented by two colourful and sometimes controversial incumbants, namely Teresa Gorman and Harvey Proctor.
John Baron's background is what might be viewed as that of a quintessential Tory MP: Cambridge educated, followed by training at Sandhurst and time as a captain in the Royal Fusiliers, before going to work in the City.
Baron - as Amess anticipated - was defeated, but the neighbouring seat of Billericay was able to provide him with a relatively safe bet of a seat in the Commons for 2001.
