Billings was born on December 12, 1838, in southeastern Indiana in Cotton Township.
Billings went on to supervise a Philadelphia military hospital and in April of 1864 was made medical inspector for the Army of the Potomac.
Billings was also granted permission by the Surgeon General's office to serve as medical adviser to the institution and as such was the author of several reports on hospital construction and organization, nursing education, and a proper medical-school curriculum.

Coats' original petition to the legislature to name the township had to be changed because the name selected was already in use.
The township had a Grange Hall, located at the corner of 122nd Avenue and 66th Street, until it was torn down several years ago.
The township has grown to include a public and a private grade school, two fire stations, three general stores, a winery, mushroom plant, four cemeteries, two metal fabricating shops, two industrial facilities, three restaurants, one gas station/convenience store, and many other small businesses (including home businesses).

The facility was mandated by the DEQ, which ordered Billings Township to “construct a wastewater treatment facility and collection system...” according to a letter to Billings Township board members in May 2003.
Township supervisor Tom Phillips said residents don’t have to hook up to the sewer system until the project is finished.

Surviving are sons, Robert (Denise) Hendricks III of West Bloomfield and Mark (Jacqueline) Hendricks of Kiowa, Colorado; daughters, Lynn (Mark) Hendricks-McLaughlin of Ortonville and Patricia (Tom) O’Brien of Clarkston; seven grandchildren; and a sister, Valerie Mangiapane of Detroit.

All residential users of the township sanitary sewer system discharging normal domestic sewage, as herein described in the sanitary sewer use regulations, shall be charged at a rate of $0.00176 per gallon of water consumed, provided that the users are using metered water.
