Billy is known for his over-the-top antics and celebrations, and one could easily believe that he wanted the doctoral robes because it's over-the-top.
In the scene where Billy is talking to the O'Doyle mother, she claims that the father is in jail and won't be out for a very long time, yet a few weeks later, the father is seen driving the car with all the O'Doyle kids.

Continuity: When Billy, Frank, and that other guy throw pickles at the fast-food restaurant window to see which one will slide down the fastest, the pickles' respective positions on the window change significantly from when they're thrown to when the actual "race" is occurring.

But bottom line, Sandler is pretty funny throughout most of 'Billy Madison.' If the sight of him doing a spastic dance to Culture Club's "I'll Tumble 4 Ya," or going postal on a group of fourth graders and pummeling them with dodgeballs is your idea of uproarious comedy, then this is your flick.
I personally wish 'Billy Madison' was a little bit smarter, but as far as dumb, dumb, dumb movies go, you certainly could do a lot worse.
'Billy Madison' is a juvenile comedy in the grand tradition of 'National Lampoon's Animal House,' 'Caddyshack' and 'Christmas Vacation.' Although it is kind of sweet, I didn't find it to be as funny as most of Sandler's other comedies.

Of course, Billy could have just as easily poured more water on other parts of the kid to mask the wet spot in that key area (the wet spots on the kids seem strangely high up for a pants wetting), but I guess he's an idiot anyway, so I'll let that one slide.
For example, a scene where Billy calls to apologize to a man who he used to pick on in school (played by Steve Buscemi, Living in Oblivion) is funny (the man crosses Billy off of his list of people he must kill), as is the brief deus ex machina appearance of the same character later.

Since she's supposed to be the "adult" in the movie, she doesn't get to do much of great interest, but she performs the role nicely and she certainly adds a tremendous amount of sex appeal to the role.

It makes Billy's idiot act easier to swallow when you compare him to a raging bus driver (Chris Farley) who steals kids' lunches, a kindergarten teacher who smears paste on her face for fun, Norm McDonald being Norm McDonald, and a penguin who appears only in Billy's drunken haze.
