Binh Xuyen was a powerful Vietnamese criminal organization.
Many of the defeated fighters of the Binh Xuyen joined the Vietcong.
Like many other South Vietnamese sectarian militant groups, the Binh Xuyen were mostly wiped out by South Vietnamese forces under Nguyen Khanh in Operation "Rung-Sat".

The 2eme Bureau's pact with the Binh Xuyen was part of a larger French policy of using ethnic, religious, and political factions to deny territory to the Viet Minh.

During the State of Vietnam (48-55) they made arrangements with the Head of State Bao Dai, much like those made by the religion of Cao Dai and the Binh Xuyen gang, which was control of their own affairs in return for their nominal support of the Bao Dai regime.
When America began pushing for Ngo Dinh Diem to run South Vietnam the most powerful groups to concern them were the Cao Dai, Binh Xuyen and the Hoa Hao, which had formed a small private army under General Ba Cut.
O.S.S. Colonel Edward Lansdale used bribery with CIA funds to split the Hoa Hao and in 1965 General Duong Van Minh crushed the Hoa Hao and had General Ba Cut beheaded in public.

The situation was becoming tense in western Binh Duong, at Tri Tam and throughout Tay Ninh Province, but General Toan's fresh approach renewed the confidence of the 25th Division and the Tay Ninh territorials.

The Binh Xuyen leader, Le Van (Bay) Vien, subsequently contracted an alliance with the Viet Minh, allied his 1300 soldiers with their guerrillas, and served for a time as the Viet Minh deputy commander for Cochinchina and one of its chief sources of funds.
In 1958, an insurgent force, among whom Binh Xuyen were identified, sacked the Michelin rubber plantations near Dau Tieng, and in March, 1959, ARVN had a number of encounters with Binh Xuyen elements in the Binh Duong-Bien Hoa area.
There is evidence, though scanty, which indicates that the Binh Xuyen survivors joined with "communist" groups for their depredations; for example, in the 1958 Michelin attack the combined gangster-communist strength was reported to be 300-400.

In 1945 he was active in the formation of the "National United Front" (a nationalist, anti-French body including Hoa Hao, Cao Dai, Binh Xuyen and Viet Minh), but the Hoa Hao soon came to blows with the Viet Minh whose encroachment in western Cochinchina was becoming a threat to the sect.
When the Japanese took over from the Vichy administration in 1945, jailing all French police, the Binh Xuyen were given amnesty and Bay Vien was installed as a police official by the newly established government of Emperor Bao Dai.
The Binh Xuyen controlled Saigon until purged by the Diem government in 1955, when Vien fled to France with many of the Binh Xuyen leadership (and apparently many of the Saigon police files!).
