BINMALEY -- Municipal Councilor Salvador C. Bautista, principal author of the ordinance establishing an educational support program for the municipal government of this town, said the successful passage of this ordinance would greatly improve the delivery of basic services to his constituents.
Under Article II of the ordinance, which is the declaration of policy, it says that it is the policy of the municipal government to assist in any legal way its employees who wish to continue, pursue or complete formal pre-bar or pre-board review and examination; vocational or technical course.
Bautista made the clarification that while the ordinance is for the municipal employees of Binmaley, this does not necessarily mean that it benefits only the rank and file employees of the municipality.

After going through a devastating "fish kill" last week, officials of this city and neighboring Binmaley town have agreed to work together in stopping the proliferation of illegal fishpens and other fishing structures in the river systems.
The agreement was reached after Mayor Benjamin Lim and Binmaley Mayor Sammy Rosario met here over the weekend to assess the extent of devastation of the "fish kill" that hit fishpens last week and discuss ways to prevent its recurrence in the future.
"This is a good chance for the officials of Binmaley to place their rivers in proper order," said Lim, who led some 150 city government personnel last week in dismantling illegally built fishpens in the city’s rivers.

Mayor Simplicio Rosario said that based on the report of the municipal agriculture officer, the fish died due to low dissolved oxygen in the rivers of Manat, Gayaman and Amancoro villages.
The Binmaley mayor expressed interest in adopting the fishery ordinance of Dagupan for them to be able to clear their rivers from illegal fishpens.

Thus, the name Binmaley, which is short for "nan maliw ya baley." In English, this translates to "a place that became a town." Still, another popular legend claims that Binmaley is derived from the word "binamin," or "bai-min-amin," which means "our grandmother," after a revered and powerful priestess who once lived in the area.
Chronicles written by early Spanish missionaries record that Spanish soldiers armed with superior cannons and firearms were met with stiff resistance and hostility by the Binmaley folk who united to fight those who sought to conquer them.
The historic Lingayen Gulf where fierce battles were fought during World War II is a mere 1.5 kilometers away, a fact brought to the consciousness of Binmaley residents recently, after a local fisherman dragged a WWII airplane wreck to shore.
