This Environmental Baseline File describes the biological resources that may be affected by the construction, operation and monitoring, and closure of a geologic repository at Yucca Mountain, Nye County, Nevada (hereafter referred to as the proposed action).
Biological resources dependent upon springs and riparian zones in the region may be affected during construction, operation, and closure if groundwater withdrawals cause a decrease in water levels at those springs.
Biological resources that depend on some springs in the region may also be affected if increases in human populations in communities surrounding Yucca Mountain (due to increased employment at Yucca Mountain) lead to increases in groundwater consumption.

Biological concerns may vary depending on factors such as the project size, type and location, the length and time of construction, etc. Project summaries should be as specific as possible, but not excessively long or detailed.

In 1991, the Resources Committee of the Navajo Nation Council approved the Endangered Species List for the Navajo Nation” (NESL) and authorized the Director, Navajo Fish and Wildlife Department, to update the NESL when sufficient information is gathered to make such a determination.

 SER Chapter 14 - Biological Resources
A biological assessment (BA) is prepared under the supervision and guidance of the FHWA when a project is likely to adversely affect a listed species or critical habitat and major actions that may require formal consultation.
The Biological Assessment (BA) requires final approval from the Federal Highway Administration (FHWA), as the document represents their determination regarding effects.  The BA is submitted to the USFWS/NOAA Fisheries by FHWA.  A Biological Evaluation (BE) is approved by the non-designated federal representative and submitted directly to USFWS/NOAA with a copy to FHWA.
During construction, the Biologist assists the RE to ensure that all biological requirements and considerations in the contract are understood by, and those necessary preparations are made by, the RE and the Contractor.  The Biologist may conduct construction monitoring or oversee a consultant’s biological construction monitoring.
