 INTRODUCTION
Birds are a necessary but not sufficient component of planning for the conservation of biological diversity.
Conservation of birds and their habitats while they are still common, thereby avoiding the risks and costs associated with endangered species.
Development of Bird Conservation Plans will be a simultaneous and iterative “bottom-up” and “top-down” process in which actions are decided upon and taken at grassroots and local levels in the context of priorities set at larger geographic scales.

Conservation areas held under Section 62 of the Conservation Act are deemed to be held for conservation purposes, which means the preservation and protection of their historical and natural resources for the purposes of maintaining their intrinsic values, providing for their appreciation and recreational enjoyment by the public, and safeguarding the options of future generations.
Some conservation areas have been gazetted under Section 7 of the Conservation Act and are held for the protection of natural and historic resources and are called stewardship areas (Section 25 Conservation Act).
Some areas in the Mount Aspiring region were not explored by foot until the 1950s and some of the more remote valleys of Fiordland were still considered unexplored in the 1970s at the time that accurate detailed topographic maps became available for this remotest corner of New Zealand.

Their implementation will complement the Important Bird Areas programme of Birdlife International, which launched its first inventory in 1989 (Grimmitt and Jones 1989) and has recently published an inventory for all European countries (Heath and Evans, 2000).

The Federal Duck Stamp and its Role in the History of Wetlands Conservation
With the 1916 signing of a migratory bird conservation treaty with Great Britain on behalf of Canada and the ratification and implementation of the Migratory Bird Treaty Act in 1918, the stage was set for many more waterfowl and wetlands conservation initiatives that continue today.
George Lawyer's original idea for a Federal waterfowl stamp coupled with the pioneering conservation work undertaken in the earliest years of the twentieth century provided critical contributions to the conservation of migratory birds and their habitats-- contributions that can continue to serve conservation in the twenty-first century and beyond.
As Williamson noted in his 1984 article, "It took eight years of struggle, but the wetland acquisition authorization bill, known as the Migratory Bird Conservation Act, was finally enacted in 1929." In the process of passage, however, the stipulations for the duck stamp and public hunting areas were winnowed out.
