While not nearly as wacky and funny as the promotional material lets on (not to mention that this is about as far from Ninja Scroll as you can get, despite being directed by Yoshiaki Kawajiri), Birdy the Mighty has an enjoyable quality all its own.
Calm and yet still interesting, the feeling of the OAV is actually enhanced by the dub, which is incredibly low-key and well-acted throughout.
Birdy the Mighty is some excellent work from everyone involved...

Once again, the battle sequences are the best part, particularly the extended engagement between Birdy and Revi's prize android, whose soulful behavior before and after the conflict gives it a powerful context as well as an exciting scenario.
And, thank goodness, there's so much character interaction between Birdy's opponents and her unwitting police counterparts that Tsutomu's self-pitying whining is eventually forced into the background.
Overall, Birdy isn't really bad in any noticeable way, it just offers little that can't be found elsewhere, in a more complete form with a more compelling plot.
